New changes introduced to the Civil parking enforcement policy
Traffic management act introduced the concept of civil parking enforcement for the local authorities under parking management schemes. This system was called (DPE) decriminalized parking enforcement. This enforcement was undertaken for keeping the roads safe and right flow of the traffic and for safeguarding the interests of the local residents. CPE is the name given to the transfer of the powers from the policy to the local authorities for enforcing right parking practices. This law included the operational guidance along with the statutory guidance which provided the local authorities to manage the subsequent appealing process for issued tickets.
This enforcement is carried out which aims for improving the road safety and minimizing congestions. These regulations make sure that civil parking enforcement is not generating any kind of the income and offers several benefits for the people. The annual parking reports tells about the Penalty Charge Notice that have been issued throughout the year and the surplus amount of income raised and used in the benefit of the public transport systems. There are several changes that have been imparted into this policy. These changes includes higher level penalty charge for parking in such places which are always prohibited like NO Loading restrictions or Parking is disabled without displaying the valid badge.
Another Penalty charge of the civil parking enforcement includes lower level penalty charge which is for less serious contraventions. These charges are for places like overstaying in the parking place or parking outside the market bay. If one submits both of these penalty charges within fourteen days than the payments can be reduced by fifty percent.
